This is a copy of the LEVITON 6299 passive bridge. The concept is simple, the X10 signal skips around the house on 2 120VAC phases, usually called A & B. There is no logical way for the X10 signal to cross from one phase to another. This does the job. It is a passive coupler, which means that if a good X10 signal is 5V and the signal on phase Z is 3V, it squirts it out onto phase B at 3V. An amp, such as the HCA0210E is used the signal goes in at 3 and out at 5. You can test if you need a coupler by turning on the oven or some other 220V device and see if the signal works, not conclusive, but a good field test.
